Watch the episodes again and you'll notice they're putting a significant focus on Nazuna/Michiru flashbacks, their slightly-intimate reunion, and their very dialogue-heavy break up. I'm 99% sure they're investing all that time to make Michiru and Nazuna's character progression the highlight of the series.

I guess it's still too early to tell. It definitely feels like they're following a somewhat similar theme to their other shows, we'll just have to see if they throw us for a loop. The potential for Shirou developing a stronger friendship with Michiru is definitely there, he just needs more episodes where he isn't just helping her from the shadows.
