It always bothered me how Ochanomizu's so convinced that robots can't kill humans. If an independent roboticist were to create a robot without that limitation built for that specific purpose, that robot would easily be able to kill humans freely. The fact that there are already multiple cases of robots in the context of this story who have committed homicide is proof of that, and they weren't even deliberate examples. No one DESIGNED Pluto to be able to kill a person, it was a complete accident.
And Ochanomizu knows for a fact that there's a rogue roboticist whose present location is unknown who would be easily capable of creating a robot with that capacity. Hell, I've no doubt that Ochanomizu himself, if he hypothetically he were so inclined, would be able to create such a robot. Even if it's against the law to create a robot that can kill humans, there's really nothing at all stopping someone like Tenma from doing so if he felt like it.
there's been like 15 or so since the 80s in the middle east most likely these conflicts in pluto all had a singular geopolitical reason for existing, most likely the new persian empire, and some sectarian conflicts and what not.
for the last 40 years just civil wars number in 7-8, invasions and Proxy conflicts, Rebels and terrorism push this number up to 20 with no end in sight.

That's more than enough to set a precedent. Robots are fundamentally machines. If you can create a robot, you can probably create one that can kill humans.
