Well it wasn't a romantic comedy then either, so same deal applies. Oregairu has basically three acts. The first that introduces Hachiman and most other characters and has a (mostly) light hearted feeling. That ends with the culture festival arc aka vol 6. Then there is a transition period where Hachiman keeps doing his "social suicide" antics which get worse and worse and culminates in the student council arc and its aftermath with the clubroom scene (vol 9). Finally there a pile of anguish at the end leading to the happy ending that was probably originally only going to last until vol 12 but WW got talked into adding two more volumes of filler that dragged the whole thing out unnecessarily.

But properly speaking romance doesn't enter into the series until the 'sprouts' scene with Yukino & Hachiman where the overall tone had already started to noticeably change.

Yukimom and Haruno are treating him like he's part of the family already.
