Underrated opinion but the low quality aesthetic and the off-model moments of both the gag and tense scenes are an intregal component of why the older higurashi adaptation worked so well.

There was nothing wrong with the simpler design and the lower budget. The problem was how the animation quality dropped after Onikakushi-hen and reached peak low by Tsumihoroboshi-hen. Also, the amount of content that was deleted from the arcs (especially Tatarigoroshi-hen and Tsumihoroboshi-hen) was a crime

Old Rika with her iconic bangs is classic.

But the new Rika really fits her character more.

The big bangs fanning over her face felt messy, or the weight makes her feel mentally slow or sheltered. When drawn well (and the proportions are correct to the intended designs), it wasn't bad but I think it could be better. The weight and size of her bangs contrasts with the angle of the bangs fanning outward (usually conveying a more outwardly personality or energy), and I'm not sure if that weird contrast really conveys anything about her character.

The new bangs are well kept and lighter, and arc inward showing her reserved, inward personality. It makes her feel a bit harder to approach, while making her hair prettier and princess-like (fitting of her status) or at the least more like a preppy student.

She's still cute, but the shape of the hair makes her feel more organized and regal, and these make her seem more capable and smart. Couple the smart preppy vibe with the inward personality vibe, and you also convey a sense of possible coldness or advanced maturity.

I still don't know why she transformed from being a role-model student having heart-to-heart talks with Koizumi sensei to the maniac that enjoys slashing Rika open and laughs about vivisecting people with the Hinamizawa Syndrome. There's some missing events in Ryukishi's storyline there.
It can't be because of her notes being stepped on, no. She studied hard and got accepted by Koizumi, the Irie Clinic got quickly handed to her and everything was going fine.
By the time her project was gonna be cancelled,she had already gleefully started the curse of Oyashiro-sama.
At some point her personality just went full villain off-screen but it's not consistent with little Takano nor College Takano.
And she's oddly interested in torture weapons and horror stories.

Also, it's funny. I usually say her backstory doesn't justify her at all..
But if the story was written with her as the protagonist and we followed her point of view, maybe it could work.
Sacrificing 2000 random villagers to complete TWO lifetime's of work would be polarizing, but she'd be a tragic hero, especially if she honor-kills herself at the end recognizing the atrocities she did but still giving the middle finger to the politicians and scientists who didn't think the virus was real.
