I actually somewhat agree with this.

Anime is more than just an art style, it's full of tropes/themes that are very eastern & very specifically Japanese. And while I think an American company (for example) could easily replicate the look, I think it would be very hard to replicate the tone.

For example, I've been watching anime probably since Cardcaptor Sakura aired as a kids show on TV. If someone gave me unlimited funding, I could probably make something that felt pretty close to authentic anime but I know for a fact it would still be biased to my own life experiences. Not to mention that I'd be emulating things I've seen in anime, which is itself only a fictional representation of Japanese culture.

I once would have agreed with you, but the anime industry's been feeding on itself for so long that I think anyone who's been watching anime beyond more than surface-level consumption for a while (say ~10 years at a minimum) could put together a pretty convincing simulacrum that would fit in alongside some of the mainstream shows of today. I think the reason we haven't seen more anime-esque works from other countries is more because of various incentive structures rather than ability.
