Flying Raijin was a matter of skill and control. That he could pair it with rasengan repeatedly without tiring showed he had a lot of chakra, because rasengan is an expensive technique.

I think it's safe to say that most ninja were part of a clan that they could rely on but exactly knowing which ones were part of one wasn't needed for the story, even orphans like Haku or Naruto were part of a clan
