Wano is probably the best arc by far but that's because so far it has been almost entirely story-driven. Once the fighting breaks out and everyone just runs around all the time until the end of the arc, and POV frantically jumps from one character to another, it could very well devolve into absolute garbage, like usual.

I can't figure out Zoro. Is he stronger than Luffy? He usually doesn't push himself to the limit like Luffy does, and when he does it, he attains new heights. He showed he has more endurance and at least as much willpower as Luffy in Thriller Bark. Luffy has always had more firepower, but I'm not convinced that's true after timeskip. If he used Billion-fold World Trichiliocosm with Enma, he could probably cut Wano in half.
