Izuku cries way too much, and he doesn't really have any real reason to be a hero other than a childhood whim, boredom, whatever. He's also very unlikable.
A protagonist with an actual shitty past, maybe someone who is socially/economically low class with an alcoholic father who beats him and whore mother, or someone who's had his parents murdered by villains in front of him (oh hi Bruce), or I don't know, someone paraplegic who wants to prove to the world he can be someone even without working legs or without a quirk, I don't know anything would work better than Izuku as the main lead.
When the main flaw of your story is your protagonist then everything goes down like a domino from there.
