His point is to be a nonthreat, to show what a truly incompetent master should be, and to help drive home how shitty it is to be a Matou. All other masters in the war are badass mages, or martial artists, or have worlds with infinite swords, and Shinji is just a prissy little shit. He's the closest the VN has to a mundane Master other than Shirou, who definitely doesn't count as Mundane by the end of every route. He has no magic of his own, Rider and Gilgamesh hate his fucking guts, and the only people at his school who respect him are the people who want his money.
I love Shinji cause of this, the little guy can't catch a fucking break, and most of his shittiness is caused by stress from the War, not being selected as the Matou heir, and having to live with fucking Zouken. Plus it's much easier to feel bad for him since he's the weakest master by far. Even Shirou at the beginning of the VN could kick his shit in
