To this day, I have no clear idea how the world in Naruto is governed or functions in general, apart from "lol there's ninja villages". Amusingly enough, it's a weakness of Kishi's worldbuilding still present in S8.
Rasengan is really just some lazy run of the mill power that could be in any other battle shonen.
Shadowclone at least had some interesting fight mechanics even if the number got a little bit out of hand pretty fast.

Susanoo, but more broadly, Sharingan, IS the reason so many better characters got completely pushed aside. The power creep became irreparable after it and Bijuu Mode, which made the plot Uchihas, Six Paths and "durr hatred" for no fucking reason after that hack's editor left.
If you look at the pre-chunin exams arcs the world made perfect sense. The hidden villages were mercenary corporations created by forced consolidation of previously independent hereditary clans. Their operations are managed by a CEO (Hokage) but real power lays in the hands of some vague tribal confederation council. As part of their vassalage to their respective Daimyo (Who are more akin to the Japanese emperor but whatever Kishi you fucking retard), they get a de-jure monopoly over all potential mercenary business within the Daimyo's territory.
To see the system in action as it was originally conceived, consider the land of waves arc. Tazuna (pic related) wanted to build a bridge and make money off the crossing fee. This would undermine the shipping business of a nearby shipping magnate. This businessman hires Zabuza to kill Tazuna. When he realized this, Tazuna went to Konohagakure and hired team 7 under false pretenses in order to get a cheaper deal. And you know the rest.

no. orochimaru just used a shitty version of the technique and the vast majority of their power wasn't restored. meanwhile, sarutobi was a dusty old man who was way past his prime, so he came off looking pretty unimpressive compared to standard shippuden level fights as well.
It wasn't the jutsus that ruined Naruto, it's the fact that the author stopped giving a shit about drawbacks.
What made Naruto interesting is that each jutsu had it's own set of flaws and powerful jutsu had risky drawbacks.

Stories that reveal the mysterious pasts of their universes usually suck. The mystery of random stuff being thrown around with no explanation is always more fulfilling than whatever bullshit they come up with. Nine Tales went from an unknowable incarnation of rage and hatred that could've been born a day before attacking the village or a million years before to being Naruto's chakra dispensing belly-buddy. If you manage to find the archives from decades ago, you'll notice people were actually speculating about Kurama. Was it sentient? Why did it offer Naruto a boon in the Neji fight? Nobody knew what this trapped creature's agenda was. It felt like a fucking demon.

But it's just a part of his strategy , he always gets the victory through clever ticks , in the pain battle he turned one of pain paths to stone.
And used a shadow clone to throw himself at pain and deliver the final blow.

This is before Sasuke's attack on the Kage Meeting so there isn't a whole lot of hatred towards him yet. He's a deserter, but he's also killed several Akatsuki and Orochimaru.
Regardless of that, none of the Uchiha stuff is very complex. Danzo could be handled quickly as it was in Canon, and instead of bringing up the War arc beeline a conflict between Sasuke and Naruto. For Obito its pretty similar, instead of a full war arc either kill him off with Konan or again beeline a fight between him and Kakashi. Of course this isn't necessarily a small arc, but it is far more compact and sensible than the War arc.
