I always thought they were characters that previously reached One Piece and Raftel but they "agreed" with keeping the secret and the WG in power and because of that they got to be a gorosei and maybe live forever through the ope ope fruit's power.
Same with Shanks. Maybe he tells them he's one of them but secretly wants Luffy to make it.
Basically kind of like Neo and the Matrix. He's supposed to "agree" with the system and let it continue.

One Piece literally makes no sense. Shanks could have killed teach at Marineford or any time before. He let him achieve power and then meets the Gorisei to talk about him. The 3 Admirals and Shanks' and the whitebeard pirates ALL had good reasons to team up and wipe out blackbeard at Marineford. The only reason they didn't is because of contrived and stupid reasons. No story realism at all, but there's still thousands of fags making one piece theories as if One Piece is complicated and in depth as the classics or some shit.

Gorosei are most likely former CP agent, i doubt any of them reached One Piece let alone Raftel, they probably know a bit about what happen during the void century but nothing close to the full picture. The obvious person for Luffy to fight was Dragon and Oda just trashed his entire storyline because he couldn't figure out a way to write the manga without focusing on Luffy all the time. He could do the same with Shanks but most likely Shanks will either fight Luffy in a friendly way to prove he's worthy or Blackbeard will defeat him. The latter is probably better because Blackbeard has done nothing of value so far.

Shanks was under Whitebeard protection before.

The Whitebeard pirates had showed up right on the Marine frontyard, killed thousands of them and broke their HQ into pieces. If you noticed the end of Marineford was the Marines hunting down both the Whitebeard and killing the Blackbeard pirates.
