I was under the impression that they were in some way actual dolls. Like homunculi or soot animated puppets.
Turns out they were just brainwashed humans.
Also, it's ironic that shadows, who develop a personality by first imitating and then interacting with their doll, are in turn perfectly imitated by those very dolls as their face.

It's been stated that a face's personality is very important to the development of a shadow's own personality.
In brainwashing faces with soot tea, the shadows themselves fall in line with the will of the shadows house. Only Kate seems to have shaken loose of this cycle, while Shaun and Ricky seem to have fallen right in line.

1. Will Shirley come back or is the dispersion just a clue towards something? I thought they weren't just soot like Kate alluded to earlier?
2. Where did the grandfather and the morphs come from?

^I guess this chapter answers question 5, but again not quite how I pictured it. It makes sense that the brainwashing works in a larger scale (although not as effectively I guess?) so they don't have to kidnap shit, just get given ones as tribute. Damn
