This really bothered me while reading the manga. I never got the impression Naruto was strong. Sasuke always seemed 2 to 3 steps ahead of Naruto, fighting wise.

Not really. You forgot Naruto learned how to activate his fox chakra up to 3 tails or so and that Jiraya already taught him the Rasengan and summoning techs earlier.
With that said Jiraya has always been more of an ideological teacher who can boost your fundamentals more than one that teaches techniques. After all Jiraya is a ninja about guts rather than technique (reread Jiraya V Oro fight)
The fact that the skills and team work that Kakashi taught from where still used by all 3 students even in the Kayuga and NaruVSasu fights means that he's a superior teacher to Jiraya and possibly Oro too.
Kakashi was pretty smart to come up with abusing the kage bushin shit for Naruto, but just going to remind you that Itachi learned kage bushin by himself and started abusing it when he was still in the academy.
