At least it's consistent about it. In universe, it could just be whoever was painting the cards forgot in the years since they saw a card. Although forgetting that while remembering what the face cards look like is kind of silly.
Senku should have won. Ryusui's team was caught cheating repeatedly, and even if that's allowed because they didn't explicitly make a rule about not cheating, the cards they tried to win with weren't from the deck. The match was pretty much invalid from the beginning.
I think Ukyo just gave up, knowing he couldn't stop either from cheating. So it was whoever could cheat better in the end.
He probably would've done something if both of them had royal flushes though.
