Nobody except literally the king and also everyone else provided you pay them some cash. Nobody actually seems to care he's a "criminal" or whatever, not that it matters. They need all the heroes so the heroes are all basically exempt from the law. I only watched episode 1 and 2 but that's what I've gotten out of the show so far.
