In Neji's defense, he didn't know his dad offered himself up as sacrifice until later and thought that his dad had been chosen against his will because he was from the expendable branch family. That was the main reason for him being so angsty in the first place. After he found that out was when he started to chill out and stop treating Hinata like shit.

It was literally his duty as a branch member to sacrifice himself for the head family, regardless if he "decided on his own" or not.

Hiashi only started treating Hinata like crap and said she wasn't worthy to be the heiress when he saw that she couldn't keep up with his training. When he saw that Hanabi had more talent despite being younger, he decided to shift focus to training her instead. Hinata genuinely wasn't as talented as Neji and Hanabi in the beginning so he didn't believe she had the skill or will (which she didn't at the time) to make a good heiress.
Hiashi was a dick with super high standards, but it wasn't like he singled Hinata out exclusively. He probably would have dumped Hanabi too if she didn't meet his expectations.
