It means two things:
1. Since they're newbies their schedule is completely open for all the bullshit aikatsu that idols have to do in between concerts. Muse also had a bunch of problems scheduling concerts because the girls were already doing a bunch of other things.
2. Easier to mold an image from them as an unknown quantity. Idolfans like seeing their idols grow and get better, that's part of the whole charm.

Hiring seiyuu like this is an absolute cancer IMO.
They will get attached to the seiyuu, when the point of Love Live is 2D idols.
So, money and content is wasted on the seiyuu, excluding more animated content from happening.
Plus it takes a toll on the seiyuu, let's not fool anybody, being an idol IRL is a dogshit job. Some retards got mad that the Umi seiyuu married for example.
It makes idol subhumans to confuse the character with the seiyuu.
Plus making a cast based on the look of the seiyuu will compromise on the voice of the characters, even though they don't appear in the anime and videogames at all.
They are maximizing for profit, counting that some subhumans get attached to the seiyuu.

Hard to deny that being an idol always has some unsavory strings attached but that's every job. Not every group does the crazy orwellian shit that AKB48 and the like do.
