If I were writing this arc, I would change Moro's relationship with his army. I'd have it that Moro and the prisoners had genuine friendships born out of empathy for each other's helpless states in prison. Moro would be less of a direct threat, staying in the background for more of the arc while Saganbo is positioned as the main physical enemy (a bit like Zamasu and Black or Frieza and Broly, perhaps, but a new twist). This chapter's events could be rewritten in several ways. Perhaps Moro does not realize Saganbo's going to overload from the power boosts, or perhaps he does and orders Saganbo to stand down, only for Saganbro to continue fighting. Moro could fight intending to avenge him afterwards.
This could also pay off in the final fight, with all the prisoners standing ganging up on Goku or Vegeta during the final battle when the tide goes against Moro. They wouldn't do more than slow them down for a second, but that second could be what Moro needs to recoup.
I think a villain giving a damn about their subordinates would have been a new twist for Dragon Ball, and Moro's treated his men decently enough until now, so it wouldn't have been unfitting. His personality otherwise has been a near retread of Piccolo, so it would have been something to help Moro stand out.
