Master never visibly used a contract to turn Tolka, called him "one of the family" and then puppeted him. She calls a puppet "Grandpa". In she has the exact same "puppet posture" with her hands at her sides as Tolka and Grandpa. In other words, Master welcomed Tolka into the puppet family she and Grandpa were both part of.

We saw no proof whatsoever that Master directly controlled Grandpa. All we know is that they bid eachother farewell, and Grandpa killed himself to perform the contract while Master survived. Master isn't male. Master dropped the burger and blamed it on her contracts, but could also be due to her loss of sensation/autonomy as a puppet.

Santa is clearly an extremely dangerous individual, to the point where even Kishibe just says they have to hope he's died of old age, and Makima predicted "a large amount of deaths", tasking Prinz to collect as many bodies as possible (implicitly meaning those of her own people, most likely). Makima was seen fighting puppets at an undisclosed location, she said Santa is in Japan. Grandpa never made any puppets before the crowd he sent into the mall, Master was with Tolka the whole time and couldn't make the puppets herself. Makima never showed up at the mall at any time, only Beam did, because she's still trying to find Santa/chase him out of Japan. Santa probably has an entire command chain of puppets like Master.

My point should be obvious: MASTER IS JUST ANOTHER PUPPET, THE REAL SANTA IS WHO MAKIMA IS LOOKING FOR.

Either way, it's still not something that makes sense for a hypothetical old body-hopping santa to call a minion. "Old man" could be something she called an old man fellow puppet she didn't know until they met today. They were seemingly on equal terms.

There's no reason to believe Santa is anyone other than the old dude. His dialogue suggests he's santa. If someone else controls him and Master as perfect puppets then so be it, but it seems clear that Santa was the old man.

I also think Master probably isn't being controlled, it's just cheap to have another "BUT ACTUALLY THE PUPPET MASTER IS MERELY A PUPPET ALL ALONG" moment. It worked once. Twice it's simply boring and cheap. I respect Fuji enough to think he wouldn't do that. There is the possibility of shared conciousness though, but my hunch says otherwise on that.

He was literally never once called Santa by anyone. He died. He didn't have a single encounter with Makima. Also, he didn't kill that many people considering how badly Makima and Kishibe were shitting their pants.

She never has to sacrifice anything for her contracts as a result and she's almost unknown because she uses puppet proxies

Going to give a more fair response than the previous one. It's not cheap because it's not being heavily concealed that Master is a puppet like Grandpa was, you just misinterpreted the foreshadowing. We've seen her puppet someone by touching them. We've seen her stand side by side with two puppets with the exact same posture. The way she's standing in the bottom panel and treats both him and Tolka as acquaintances rather than pawns should be a dead giveaway. Nobody assumed that Santa's suddenly a young hottie called Master other than people reading, Makima said he's an old man.

Overall this chapter is full of reasons to believe "oh shit, Master and Santa were both puppets", but people jumped to conclusions because Master being one wasn't spelled out blatantly like Grandpa/Old Man was.

An user already answered your questions but just think as perfect puppets as proxies that can serve various purposes: spying, making contracts, deceiving, etc... It's very likely that the remaining kid is going to be raised like Tolka to make up for losing one of her perfect puppets.
