From master's dialogue it's clear that in order to make "apprentice" dolls you need emotions imprinted to them. While the apprentice dolls are only able to make lesser ones due to their lack of emotion. Also the chance of master being a body jumper is not out of the question yet, though I much prefer her to be an immortal hag instead. Also I speculate that she might have a limit on how many apprentice doll she could make, hence gramp killing himself when Tolka got turned.

There is no proof that Santa used a contract in the end. Dolls can turn others into dolls.
