I've only seen Season 1 and the horribly bad Engrish movie and I wouldn't say it's smart at all. If has an interesting sci-fi premise and a cute main girl but other than that it's pretty basic. The characters constantly name-dropping entry level novels was annoying as hell and bordered on pseudointellectualism at times because instead of making characters seem smart through their actions they just have a meme conversation where they talk about how they like Paperback books and Phillip K. Dick and quote entry level philosophers.

No, name dropping intentionally obscure authors is also retarded. If you're going to namedrop and quote authors or philosopher it should probably be because those authors and ideas are relevant to the story or for the purposes of character development. Sorry for the shitty examples but off the top of my head Evangelion uses Schopenhauer's Hedgehog dilemma in a good way, it's relevant to Shinji's character and it's not just dropping Schoppy because they want to seem smart. The same for True Detective (the TV show), where you have one of the misanthropic characters quote Ligotti when speaking about humanity and consciousness. They're using philosophers/authors to actually enhance the story, whereas in Psycho Pass it feels like the characters are just namedropping authors all the time and quoting philosophers and speaking about how they like Paperback books because some association between reading and smart people and they can make the characters look smarter if they have a conversation about random authors.
Quoting Shakespeare(looked nice) and listing the books that inspired author to write the thing does seem rather strange. Paperback thing was tryharding indeed but overall i think that talking about Dick makes sense since for example Minority Report is really similar to psycho pass.

Which would be fine on its own, if it was just in-universe characters drawing analogies to books it wouldn't have been a problem. It's that it feels like they crafted the main villain and guy protagonist around the idea of "they are smart and so they read books and when having a conversation with each other they must discuss philosophy and books" so it comes across as hamfisted, rather than using literature or philosophy to ground the setting

That's probably the wrong word for it. The quote being the substance of a message is wrong for stylistic and plagiaristic reasons.
It could be done better sure but now that i think about it it was the whole point. Stagnation of a system was confronted by a pretension guy that thought about himself as a messiah that will free the people. Someone with that kind of goal kind of needs this kind of presentation.

I didn't really get that from him, considering the main character engages with him all the time and does basically the same thing he does in namedropping and quoting authors all the time. The way he's portrayed is him being smart, not pretentious.

Viewers might see him as pretentious (because he is) but he's clearly not meant to be. The entire point of his attachment to Kogami is that they're both 2smart4 the system and they have multiple conversations where they just jerk eachother off over philosophy. Normally if you want to get across that a character is pretentious you'd have other people call out said character, not have the dynamic between the main character and villain be that they're both pretentious fuckwits

Well to be fair makishima talks almost exclusively with other pretentious characters and Kogami only brings books while talking with akane i think? Why would maki fanboy criticise him?
