Not really. Ichigo had shown very little romantic interest. There was plenty of reason that it could go either way, but it didn't.
By now, the trope of the cutesy, relatively inoffensive big tittied girl with little real relevance winning the MCbowl is well established in shonen, but Bleach helped in establishing it in the first place alongside Naruto and some other series.

I mean, teasing about romantic implications was back and forth for both Orihime and Rukia. I'm not disputing that Orihime was always a possibility, but I do think it's a bit of a cheap hindsight thing to say it was always obvious.
