I really like how Oda drew the first two panels. It feels like all the rage and fear that Orochi had hidden boiling in his gut for years finally came exploding all at once from just one conversation making the scene feel very realistic to me.

Given that he's roughly a parallel to Doffy in terms of dynamics and relations with Kaido, neither. He wasn't at the head of any plan up until his older relatives all croaked, his 'revenge' is just letting a outsider shit up the place, and he's basically lucky that the strong pirate who his grandparents lured to Wano wasn't Linlin or Whitebeard, or literally anyone who would've found it more simpler to betray him immediately when he had to stand on his own merits instead of just basically hunkering down in the shittiest part of Wano and becoming a alcoholic.

It is a mystery. Nothing is known about Onigashima pre-Kaidou. All that can be inferred is that maybe it was ungoverned, seeing as it's the 7th region and there were only 6 great families ruling.

He does grow. In every major arc Oda tests Usopp's bravery in different ways.
For example in Syrup village he had to overcome his cowardliness to fight for his friends life.
In arabasta he overcame his fear to defend his friends dream.
In Dressrosa Usopp fought for the Tontattas (after Robin got erased) simply because they looked up to him.

I think the underlying difference being Doflamingo is a good fighter that molded Dressrosa into being a wonderland hiding a dark secret while Orochi actively wants to see the land he's overseeing rot and doesn't pretend it's not shit. This is also why Orochi seems to be a better strategist than Doflamingo.
