Ainz isn't as pragmatic as everyone thinks and is more emotional (human) than he would like to admit. The people who were massacred could have easily sufficed as labor or resources.

Currently Ainz rule is not stable.

So he went all out to lure the ones hiding in the shadow out. He was hoping it be either players or the ones who try to mind control Shalltear.

He successfully manage to lure out Red Drop and PDL armor. PDL was laying in wait to ambush Ainz

A living population is always more profitable than a pile of corpse. Even if he doesn't know how to deal with them, he can easily freeze them all in a big cave and take a sufficient number out when it's necessary.
And NWers are just plainly stupid. If the Katze massacre couldn't make them learn anything, they would just brush the destruction of the kingdom off as some silly joke. If they couldn't believe he kill thousands, how could they believe he kill millions?

While the Empire,especially the temples, might get restless after seeing the Sorcerer Kingdom fighting the people.
This way the other human nations could even try to get involve and provide secretly military aid or supplying weapons and supplies. They could drag the war on for a long time if the Sorcerer Kingdom is slow in dealing with the situation.
Therefore, the best solution is to strike hard and fast. To bring such destruction and speed that the other nations can't even react to it and would also be scared by the aggressiveness of the Sorcerer kingdom. As a warning not to mess with them. To put such fear into them that both the enemy and allies understand the consequences if they go against Ainz kingdom

Even if that's the case, he can take over the kingdom leadership in secret and fight a fake civil war with both sides under his control to lure out hidden enemies and turn it into a proxy war, aka. a meat grinder to devour enemy states' resources.

This is also why when the allies committed a lot of war crimes in the world war, they aren't tried in court and instead are seen as heroes.

It's more profitable than you think. By fighting a prolonged fake civil war, he practically loose nothing since he has full control and foreign aids just continue to come to his pocket. If he plays it right, he can basically bankrupt all of his enemies and easily conquer them without much fighting.
