No. No it's not. Most underdogs TRY. That's the big issue. A good underdog earns the audiences endearment by trying their hardest even though it always ends in failure for them. Deku didn't. He didn't do shit till he was promised the best quirk, could get the best mentor and go to the best class in the best school.
