Not at all. This is an interesting match, but Kenshiro wins against Jotaro himself hands down. Kenshiro can destroy Jotaro from the inside with only one blow. The real deciding factor is whether or not Kenshiro could see and defend against Star Platinum, which I believe he could.
Stands are created from the user's spiritual energy, and Hokuto Shin Ken is based on the manipulation of fighting spiritual energy, or tōki. Because Kenshiro's tōki is so powerful I think he would be able to see the stand or at least defend against Star Platinum's attacks. Even if he couldn't see the stand outright, it is very likely that Kenshiro would be able to perceive the stand as an extension of Jotaro's own tōki, and act accordingly.
Star Platinum's speed and power outclasses Kenshiro, but Kenshiro's tōki certainly outclasses Jotaro's. So it's not simple enough to just say that Jotaro would win. That's what it's really about. It's not about speed or power, but about the power of the spirit. So then, you have to consider the connection between the stand and its user. If Kenshiro can channel his tōki into Jotaro's body through Star Platinum, then the battle is over. If not, then Ken only has to defend against Star Platinum long enough to close in on Jotaro for a single finishing strike.

The only scenario in which Jotaro could win would be the case where Kenshiro cannot see or defend against a stand, but while Jotaro's stand is merely a manifestation of his tōki, Kenshiro himself has mastery and control over his own tōki and the ability to control the tōki of others. Kenshiro would definitely be able to perceive a stand and its attacks, therefore Kenshiro wins, you baka.

The only people who would disagree are JoJo fanboys or those who've never seen or read Hokuto no Ken. Kenshiro is the successor to the 2,000 year old tradition of the Big Dipper God Fist. Jotaro is a simple delinquent with no training whatsoever.

Therefore, Kenshiro's fighting spirit is more powerful than Star Platinum. It's spirit vs spirit at this point. Time stop is irrelevant because Kenshiro's tōki will protect him from Star Platinum during stopped time, and Jotaro himself couldn't hurt Ken if he wanted to even with time stopped.

Further, time stop is a stand ability, meaning an ability that derives from the manifestation of the user's fighting spiritual energy. As such, Kenshiro's own fighting spiritual energy could probably counter its effect.

His anatomy and bodily energy are completely different from anything Ken has ever had to fight, and Dio has survived having his entire body churned by and hi head exploded in half because he's night immortal. Dio is not a hard counter. His body is still human despite him being a vampire, and Ken has dealt with powers that are equal to if not beyond Dio's in terms of fighting techniques. The only challenge is time stop which is questionable if Ken would even be affected. I agree that Ken would be able to see and counter stand energy with his spirit.

These people, do they even remember important parts of Hokuto no Ken? Even the anons who know inside Ken would win, they are trivializing how powerful he is. Kenshiro, at the beginning of the series, is powerful enough to split car-sized wrecking-balls with a single precision punch - if Star Platnium had trouble being almost steamrolled by Roada Rolla, that by itself shows Kenshiro is in another league, strength wise.

And that was at the beginning of the series. Toward the end of it, he can A. create flash-step copies of himself as illusions, B. send one-hit pressure points kills at medium-range through the air, relatively quickly too, and C. have skin strong enough to withstand attacks that can cut through thick metal. Deathbattle had it 100% right for once - unless Jotaro stops time and commits ALL of Star Platinum attacks, in the 5 seconds he's got (because Kenshiro rarely attacks first), toward cheap shots like jabbing out Kenshiro's eyes, jugular veins etc, then Jotaro has absolutely no chance against the legend.
