It always looks better when you get a woman doing what's essentially a shoujo series in a seinen magazine. The combination of shoujo/seinen art styles works great i.e. Bouquet For an Ugly Girl or Skip to Loafer.

The megazine publishing the manga will often label it with whatever genre they believe will give them more sales.
For instance, Nana was labeled as shoujo even tho most people agree it should be josei.
Usually the label is not too far off becouse the publishers still have to please their usual public, so a shoujo megazine will stick to stuff that is similar to shoujo.

Indeed, but there is a particular art style that's quite common in it that is honestly off-putting like in o.p.'s picture, it looks very flat; it's basically pure pencil, sans any inking.
Koi Kaze was also pencil sans inking, but that didn't end up looking so flat.

The rest of the good Seinen are all by former Shonen artist like JoJo(when it switched) or Vagabond(by Inoue of Slam Dunk), Bastard(formerly Shonen before it switched to Seinen)
