FKU didn't translate the SFX in the middle panel which I think was a missed opportunity since it was basically a *Bzzt* sound effect implying the use of a taser. So we really don't know at this point. He could be dead, imprisoned, or is being tortured in a literal eye-for-an-eye way for how he tormented the cats.

Maybe it's been isolated in that abandoned shrine for so long that it didn't realize how dangerous the surrounding village-turned-city has become overtime until Miko made the pilgrimage to seek it's protection.

I'm guessing the one-week delay between when zen's mom got zapped and when the fox kami was stalking her has something to do with that. The kami expected her to go to the shrine once her 3 chances were up, but she never went, so it has to seek her out instead.
