Oh God for real, that eye disappearing. Most shots looked outsourced, and there's no sense of color theory on the characters to match the watercolor looking backgrounds. The characters' shading and colors remain mostly the same, just copied from their model sheets no matter the background setting.

Nope. I think the filter backgrounds are interesting, problem is in the reasons mentioned above - the characters do not match the style of the backgrounds.

From the promotional art, I was expecting this to be a middle ground between Oshii's early days on Urusei Yatsura and his later more serious works but this looks like its leaning much more heavily on the former. Not complaining, its good for a creator to go back to their roots once in a while
