I honestly don't think Maruyama has that kind of foresight. He probably follows JJ Ambram's mystery box method of storytelling where he just plops in plot events in and tries to explain them afterwards. Zurrernorn has done exactly jack shit despite being one of the earliest and seemingly most imposing "foreshadowing" in the series. In fully expect them to be mentioned to be destroyed offscreen next volume in a casual bathroom conversation.
