I don't know, I think it's a combination of factors. There are definitely people born predisposed to be better at music, painting, mathematics, you name it. Of course it is meaningless without some method of teaching. Killua has the natural latent talent because of his assassin family genes, and this is combined with his training since infancy. Gon has Ging's genes and he basically lived his entire childhood in the wild giving him natural instincts and movement- remember how he did zetsu without even realising it whilst tracking Hisoka.
So I would say that natural talent is very much a thing. You can take two kids, teach them and raise them in the exact same way but they will come out differently and with different levels of ability based on their genetics. There is one piano savant who was basically able to play piano within a matter of days because he was pitch perfect and could replicate note patterns on an instinctual level. The guy didn't even have eyesight, he just did it by touch and memorising note sounds and placement of keys
Basically. Even the most mediocre of the talented can beat a talentless person who puts the same amount of work. That's why you always get "talented by lazy" on fiction. We instinctively know that hard work would never beat cultivated talent.
