Personality does matter. I dated a girl who had her personality (and her breasts). The problem is when the girl continues to be sarcastic/deflective even after you've broken the ice. Tawawa also looked bad before it came out. Only three minute episodes by a random no name studio? But then it turned out to be good. The only bad part about it is they won't make more.
I also don't judge shows based on animation quality. Because even with an ecchi fanservice show, the most important thing is character development and tone. That's why Getsuyobi no Tawawa worked as a show. It captured the tone and scenes from the original source. If this show can do that, then it'll be good. If it's just empty fanservice/nudity, then it won't be.
