I think Oda just enjoys drawing characters that look like they belong exclusively in a manga, there's enough out there with ikemen, One Piece should be able to get away with.
Ironically traditional 'cool' characters like Zoro, Law and Sabo are still the most popular characters in the show, so it doesn't seem like even fans really appreciate the style he's going for.

I've never read western comics except for some X-Men magazines, so I'll have to take your word for it, but I never got the vibe that from seeing capeshit movies and tv series, it was still mostly attractive characters in revealing costumes, in comparison I've read a lot of manga that just went with really unconventional and unattractive character designs.

I like the way Mother's Basement described one piece designs. They're basically action figures. You can practically see the cheap, hanging package in a Walmart that a stretchy little Lufy toy would come in, or the lever that would make Axe-Hand Morgan swing his axe.
It makes them diverse, novel, and fascinating to look at. I think this, in combination with the fact that the common faults in a lot of the bad guys is vanity, says good things about the way the author sees other people. It's a scale between beautiful and strange, and strange isn't all that bad.
