That would never work. Lee is too kind to be Naruto's rival, and at that time he was just as much of a loser as Naruto was. Lee's contemporaries viewed him as a cringey loser, much like Naruto. So you lose the dynamic of Naruto being the team's talentless fuckup, while Sasuke is the talented prodigy who all the girls love. It's a fundamental jealousy and rivalry dynamic that just doesn't work if we have two fuckups, and one chick who can't stand either of them.

Even if we consider Lee being OP at an earlier point, the dynamic still doesn't work. Lee is too kind hearted to be the dismissive jerk that Sasuke was. Naruto's and Sasuke's friendship/rivalry was done well(barring the unneeded flashback retcons in Part 2).
Naruto acted like too much of a faggot in parts of Part 2 though(like when he hyperventilated) and we could have done without that shit.
