There isn't such a thing as too much fanservice in terms of amount. It just becomes bad when there isn't any plot or character development tied to it. Some of the best character development in all of anime is tied to fanservice. But some of the worst anime are ones that use fanservice to cover up their lack of plot/characters.

Depends on the genre of the series. If it's a grim-dark fantasy manga, and no skin has been shown in 50 chapters, a shoulder might be enough to get me going. If it's a school setting and we get a bath scene every 5 chapters, full frontal nudity wont even turn me on.

Example, hero party is about to throw down, they're powering up and doing poses and crap. The guys show off their cool weapons, and ten the screen is a close up shit of bouncing boobs. Again, I don't mind fansercive, but it's kind of out of place in a fight/serious situation like that. It's about where and when you use it. But too much? Nah.
