The final one has better visual presence. Her loud hairstyle and exaggeratedly small build make her stand out while still getting across the idea what she's quiet. Plus, the final one is so damn silly-looking that she lends herself to comedy even when she's not the focus. I think the prototype design would frequently fall into the background because the author doesn't know what else to do with her.

I've noticed this a lot too, especially with Kowloon Generic Romance. I wonder why Shueisha lets that magazine do that, while Shounen Jump is strict with anyone who isn't Oda?
