I think it's because Shampoo is so cute that people think that she's less psychotic than she actually is. Kodachi is a character who is supposed to be more beautiful than cute so she doesn't have that heart-melting moe factor that blinds so many people, and a big part of her character is her hammy villainy, so she's more obviously "bad" than "Nihao I put poison in your tea marry me Ranma-kun?"

Kodachi was THE proto Yandere. Not even a comedy show like Ranma could sugarcoat how insane, sick, and twisted she was.

Like, seriously, even in the anime, she can go from shit like tying Ranma up and hanging him from a branch over her pet crocodile's pond in one episode to taking him in after Soun & Genma get into a fight and showering him with luxuries whilst acting like a dutiful housewife in another. Even Shampoo isn't quite that crazy.

Add in that she's got no "official" ties to Ranma and that Ranma has never expressed any real positive affection to her the way he has Shampoo and Ukyo, and... well, yeah. That's why she's unpopular.

Shampoo literally only drugged Ranma the once, and in the manga she actually got the hypnotic mushrooms by mistake on the delivery guy's part, so she was just taking advantage of them.

Kodachi literally thought that the FIRST thing to do with Ranma after she developed her crush on him was paralyze him so that she could kiss him. And then showed up with cookies that she'd laced with sleeping powder for no goddamn reason.

In the manga, Ukyo got flanderized HARD. She went from being the "reasonable" fiancee who tried to just talk Ranma into realizing she was best from him or pairing Akane up with Ryoga to trying to murder Nabiki to secure Ranma for herself (the Nabiki as Ranma's fiancee story) and tearing down Ranma's family house when Ranma's mom tried to move him and Genma out of the Tendo dojo.

Nope. In the manga, they outright despised each other. In the anime, Kuno once tried to love Nabiki after a fortuneteller mistakenly predicted that they were soulmates, but he couldn't go through with it, and he pissed her off to the point that she actually punched him by declaring he'd take her as his official wife whilst keeping Akane and "The Pigtailed Girl" as his mistresses on the side.

Kodachi the kind of gal who would feed Ranma to her pet crocodile when she realizes she can't have him.

Even then, Shampoo only used love magic on Ranma ONCE, with the Love Pill Bracelet shenanigan, which again was her taking advantage of a situation that Happosai caused.

Twice, in the anime, with the Red Thread of Destiny.

Anime Ukyo is clearly better then so I have no regrets for just watching the anime for once.

The sauce arc comes to mind, where she manipulates Ranma into taking responsibility for ruining some sauce by pretending to be sick.

I can promise you there are at least two other episodes plus her using random chink magic on the other girls and that's beside the OVAs.

rumiko was desperate to make the other fiancess look bad at comparison with akane maybe because the anime did exactly the opposite.

Were shipped to her by accident in the manga. Got them on purpose in the anime. In both cases, tried to use them to get Ranma to hug her.
>Love Pill Bracelet:
Took advantage of something Happosai brought into play. Tried to use to make Ranma fall in love with her.
>Instant Nanniichuan:
Had no love related effects, was used to bribe Ranma into going on a date with her.
>Waterproof Soap:
Was bought by her so she could stop scaring Ranma with her Jusenkyo curse. Was never directly used to bribe Ranma in any way.
>Red Thread of Fate:
Anime only. Bought by chance, tried to use to make Ranma fall in love with her.
>Reversal Jewel:
Was unaware of it being magical. Used on herself by mistake. Cologne took advantage of this to try and trick Ranma into confessing that he really loved Shampoo.
>Imprinting Eggs:
Was brainwashed by Kiima before trying to use them. Choice was either that she make Ranma loyal to her, or that she kill him, and she couldn't resist that order.

So, yeah, that's a grand total of twice Shampoo has had access to love magic in the entire canon, and one of those is only in the anime. Like Akane using a mallet, it's overhyped.
