We don't know. People only assume specialists are rarer than the other types because in real life, the traits that a typical specialist would have are rare (charismatic, influential, surrounded by people without them knowing your true nature).

Of course, it is entirely possible that specialists are the rarest type, but due to the nature of the series, we are exposed to exceptional people all the time like it is commonplace, and those people happen to be specialists.

Probably. It touches on some stuff specialists have done before, but that hardly means manipulation can't do it.

It's just in universe it would definitely be under the stipulation that the techniques are subject to the secondary user's own nen category percentages, and ultimately they're still limited in how much they can reasonably retain and handle at once, plus still maybe needing some extra work put in that the original user took for granted.
