I'll agree with you once I've seen one. All of the "good dubs" people keep touting like GITS, Bebop, Baccano, Black Lagoon, Champloo, Planetes, Golden Boy etc. that I've seen I've always liked less than the native japanese dubs. Even something like Garzey's Wing, though I couldn't stand either in it's case.

Dubs aren't made by the good voices, they're ruined by the bad ones. John DiMaggio does great work in Baccano but whoever played Miria is like a needle in my eardrums. Plus watching the dub denies you Norio Wakamoto.

ENGLISH dubs tend to be mostly bad. They tend to sound not genuine, in addition to flat-out having shitty casting. There's just something about the english VAs not wanting to "become" the character. This wasn't always the case in the past though. Some old stuff was quite good. Granted, I pretty much always prefer original jap voices

As russki, i seriously like russian dubs(from reanimedia). I downloaded promare a week ago and i can't fucking watch it with japanese voices after watching it dubbed in a movie theater. Russian dub industry is pretty damn good. I don't think US will ever get good dubbing industry because american(or english language) entertainment is already defacto world standard and there is no serious need for a dubbing industry in US. The only thing that american VAs can voice is the other americans in vidya/american cartoons.

90s Canadian dubs tend to be pretty good, but that's because a lot of the voice actors they hire are experienced real actors too.
Canada's Key the Metal Idol English dub added details relevant to the show that weren't in the original Japanese voices, like having a robot voice. Not to mention it's one of the only examples ever of an anime dub actually redoing the Japanese insert songs/OP/EDs and arguably sounding even better than the Japanese versions.
Also Canadian Dragon Ball voiceacting is more faithful to the Japanese voiceacting than the American dub is.
