I think it all just gooped out from the Orochi heart element that we saw a few chapters ago. He "woke up" a while after Saitama destroyed his body and just started blobbing out exponentially until he infected the entire base. He wasn't prepared for this, he thought he was invulnerable, but he got turned into pudding and then went full Tetsuo.
