The only one moving the plot right now is Hawks. All other adult heroes are fighting the endless supply of non-character jobbers that could be easily just cut from the arc.
Like, say you remove Miruko fighting Nomus. The Doctor would still be desperately trying to wake up Shiggy now that the heroes attacked. And at the end of the day, Shiggy and Twice seem to be all the villains have to fall back on.
Endeavor will probably impact the plot eventually, though.
