I disagree, and I'm a Sakurafag. Neither Rin nor Sakura really bring the best out of Shirou in any of the routes like Saber did. Shirou seemed to simply be sexually interested in both, with the latter being more extremely mixed into his deluded sense of justice, but in the routes he never really has anything to bond over with either Tohsaka sister and both feel like a "girl next door" and a "damsel in distress who's also the villain" role while Saber's relationship went from conflicting beliefs to eventual trust and both "came of age" from their partnership.

Arcueid was explicitly written and designed based on an actual french model that Takeuchi had some kind of crush on. It's pretty common in the fandom community to create 'gift' content in which you deliberately pander to a specific friend or colleague, which is exactly what Arcueid is, and exactly why her romance with Tohno Shiki is written as a ditzy foreigner girl being a tourist in Japan and having a fling with a local. Also why despite being written like Ryougi Shiki genderbent, Tohno Shiki is designed to look like Mikiya, who in turn is made to resemble Takeuchi. That their love-at-first-sight moment is Shiki cutting Arc into 30-some pieces was obviously meant to troll Takeuchi. I would assume that by this point they had been together long enough that this sort of thing would pass for couples humour rather than anything threatening.
Saber is a little different. While there are obviously aspects of both her character and her romance with Shirou that are borrowed from Arc (particularly the date), Shirou and Saber both seem to be mostly original characters. Considering that Fate had to be rewritten explicitly with marketability and mass-appeal in mind, Saber is probably made to be more or less a marketable heroine rather than an object of personal gratification for either creator(and if you've read the Fate route, her lack of character development really stands out compared to other TM Heroines), and Shirou's role as a protagonist becomes abundantly clear when you've read through all 3 routes. He's less of a personal engagement and more or less Nasu's answer to the problem of the generic galge protagonist. That Shirou isn't supposed to be an appealing subject of self-insert fantasy is something that's frequently lost on readers, hence why Mind of Steel pisses them off so much
