So, is Kyoshiro a good guy in the end?

Impel Down was a good arc because it defied a lot of the conventions established in past arcs. Luffy didn't defeat the main antagonist. Luffy didn't accomplish his end goal (saving Ace, as he was transported elsewhere). The majority of the crew wasn't there. There was no happy ending. Not every main character got out safely. The goal was to break out of a location and escape, not storm in and kick ass. This arc also formally introduces Jinbe, a Straw Hat whose entire story arc leading to him joining the crew was exremely atypical and took place across multiple arcs.

Wano is more or less the same old OP formula except it has slightly more worldbuilding and it takes place in feudal Japan.
