Yeah, it's kinda disorganized. You have characters doing this, but nope, they are actually doing that, some random stuff is introduced and then focus shifts to something else, and this just goes on. This isn't necessarily a bad thing, but still.

In my opinion the first arc is better in the manga than the anime. The anime cut out a lot of character building moments that I thought were important. I think the manga only really goes downhill after the second arc, and specifically after yahya is introduced.

There isn't a conclusive ed. comment to mark it (just one slightly before, "We are now at the climax of the Murder Incident Solution arc!!" at 92) but I'd say the only solid options are 98 or 100, and I lean the former. 100 is the first fresh perspective (it's the Sebun chapter), but 98 is a couple pages of epilogue before the rest of the chapter laying out the themes of interspecies families and leaving school; 99 has a direct continuation from the previous, so it can't be that, but it's also the introduction of Yafya. So, 98, I think.
