These three are the most likely culprits.
Carrot has yet to reveal any bad character trait which could mean she's pretending to be sweet. Kanjuro has the least info about him revealed despite having been the second scabbard to be revealed. He was also unharmed in dressrosa when the crew met up with him. Raizo may have been promised women in exchange for ratting out the other scabbards.

Compared to other Scabbards he hasn't shown any extensive flashback or circumstances to show an unwavering loyalty to Oden or the reason behind it, but same goes to Kikunojo.
Then there is the whole how Jack found Zou thing and Kanjuro was in Dressrosa. It's easy to picture him as spy if there's indeed any, but hopefully it's just some no-name or literal-who at Oden Castle.

How powerful is Orochi? Can the guy even fight? It's hard to tell, but you'd assume due to his position he would have some sort of fighting ability.

I feel like it was less likely Raizo because the way he spoke of Oden's dream, was active in taking over Udon prison and the reason he was chained in Zou. He has more things going for Oden than Kanjuro or Okiku.
