I don't live in Japan, but my (private) school uniform was a blue shirt with collar and grey pants, and like 90% of the other schools here follow the same recipee, only changing collar color and the banner sewn on the pocket.

That shit is really useful, since it's mostly only used by elementary children.
Why would you have kids use a shirt + pants if they're going to fuck that shit up daily? Better to just have smocks that can be beaten and washed by a metaphorical ape.
Some public (high) schools enforce a shirt with collar too, but those are really rare, most of the times they let the kids wear whatever they want.
Gotta clarify that the smock is the only uniform, the kids can wear whatever they want (and their parents let them).
