1. Japanese government have terminated all visa-free travel from Korea and China and have also cancelled all issued visa, due to the coronavirus. Korean government deemed such restriction unacceptable and decided to reciprocate Japan's measure as retaliation, thus banning all visa-free travel from Japan and also ceased effectiveness of all visa issued to Japan, virtually halting all travels between Japan and Korea. (And because Chinese cities like Shanghai have already started quarantining all travellers from Japan, the situation between Japam and China is also similar)
2. Because overseas subcontracted works of anime are delivered back to Japan by letting some personnel fly to respective countries to pick up those works and them carry them back to Japan, when international passenger travels are interrupted, it will also be impossible for such delivery system to continue.

On one hand, physically sending media is bar none the fastest way to transfer information in terms of bandwidth.
On the other hand, how big are the files? Physical media transport makes the most sense if you're transferring several TB or more around all the time.

Many studios are still animating with pencil and paper (though digital animation has been increasing in popularity), the subcontracting studios in Korea probably don't even have their own digital scanning facility if all they ever do is draw animation. The animation supervisors back in Japan probably work analog too so the extra scanning process is probably deemed too tedious for most studios.
