On one hand, physically sending media is bar none the fastest way to transfer information in terms of bandwidth. On the other hand, how big are the files? Physical media transport makes the most sense if you're transferring several TB or more around all the time.

Many studios are still animating with pencil and paper (though digital animation has been increasing in popularity), the subcontracting studios in Korea probably don't even have their own digital scanning facility if all they ever do is draw animation. The animation supervisors back in Japan probably work analog too so the extra scanning process is probably deemed too tedious for most studios.
