Honestly I think Kubo expected bleach to go on for a 2-4 more years so he could write the story he wanted to and flesh out his characters.That's probably where this brother came from. The idea that he should flesh out some of his more mysterious characters, and other side characters. So it was to make her more relatable while removing some of the mysticism she had; he also most definitely was also going to talk about her Zanpakuto and Bankai, but never got around to it. Off the top of my head Kubo probably had tons planned for:

Yoruichi
Yushiro
Isshin
Hisagi - with his bankai traning
Ikumi - I'm sure Kubo had something planned for her. I wanted to say she was going to become Ichigo's step-mother, but I can't see Isshin getting married again.

Those aren't mutually exclusive though...
