The only reason I'm willing to buy for example houseki no cunny is because I've read the official scanlations for free so i know that they are good. In fact in this case it has the only decent translation available. I would be willing to take more risk if manga volumes weren't vastly overpriced by the happy merchants who provide the english version.

None. Not a single fucking one. Now, if you say "give me 5 bucks, and I'll give you the thing you want", you can make tons of money. But basically nobody is going to give you money for nothing.

Why hasn't there been an initiative to license scanlated manga, strike a deal with the original scanlator for a tiny percentage of royalties (1-0.1% depending on how much the end product costs), have someone else proofread and possibly redraw certain parts of it and translate the remaining parts, then sell it for the bare minimum required to break even with all the expenses mentioned before, plus printing and shipping?

Hiring someone to proofread your shit realistically costs about as much as hiring a translator. Same with editors. The savings from having an already "finished" translation are close to moot, if anything they make the product far less enticing because anyone can just read a mostly finished product for free.
