TL;DR: Can't, Hori ruined his credibility with the Stain arc, and further hammered it down with Yakuza arc. Villains suck.

It's all about the perceived stakes, kinda esotheric and hard to explain like the SOUL vs SOULLESS meme. Dragon Ball, Bleach, Naruto, One Piece... barely anyone dies, but they do have stakes, I know it when I read them. BNHA? The first arc had stakes. It truly felt like Shigaraki was up to bad stuff almost killing some kids, a teacher and All Might when invading UA.. though he didn't accomplish it, it was still threatening.
But BNHA deflated right after that at an AMAZING speed; Shigaraki gets shot down like a bitch by a normal gun and a new villain gets too famous, so Shiggy gets mad and uses Nomus (the first arc's main boss) as mere FODDER, like mindless cartoon monsters to get cleaned up by heroes. They got the Pacifista treatment.
Iida's moment gets hyped up by Hori as a "big turning point", with narrator Deku regretting not talking more to him when he had the chance; makes you think something really bad is gonna happen but no, Iida just goes on a justified fight against a villain, He doesn't become evil or gets killed/maimed, it would have been a powerful moment to have him lose a leg for example and show us this is no mere kids' game. Arc ends with the kids not getting the recognition they deserve for putting down the serial killer who murdered several Pros. Imagine in real life if 3 kids managed to stop some knife-licking psychopath on a murder spree by breaking his ribs, they'd be national heroes.

About that, Hori just tells us Stain has killed 20 heroes off screen but doesn't show anything to establish the mood, and he gets defeated by 3 kids by the end of his arc. That's like Zabuza jobbing to the 3 genin. His ideology is also supposedly spreading so this could have led to some civil revolution, Joker movie style, but it only amounted to 5 hobbos forming the "League of Villains". And Overhaul as well accomplishes nothing.

Goku was never an underdog, even before the whole alien retcon he was a super human freak that lived in the wild alone and could take bullets with it only stinging him. Most opponents he lost to he ends up winning the next time they fought after training for a little bit.
